Ever since a federal court ruled the initial Muslim travel ban issued by Donald Trump to be unconstitutional, the administration has been saying they would soon issue a revised ban via executive order. But they have repeatedly delayed that new order, and now it appears the reason may be related to a document prepared by the Department of Homeland Security.

On her show Thursday evening, Rachel Maddow said her staffers had obtained a leaked document from the Intelligence and Analysis (I&A) office at Homeland Security. Maddow added:

“Here’s the thing, this is one of the only things they’ve tried to do in terms of policy. Notice how it’s fallen apart? Not going anywhere? Here’s the thing, they do have a problem here and I can show you part of that problem.”

The document, titled, “Most Foreign-Born U.S.-Based Violent Extremists Radicalized After Entering Homeland,” suggests that the planned program of “extreme vetting” urged by Trump is doomed to failure because most extremists become radicalized years after they arrive in the United States. Maddow remarked:

“And why is that important? The ability of screening and vetting officials to prevent their entry because of national security concerns (is limited.)

“Oh, right, so much for extreme vetting. The whole justification, the whole explanation from this administration for the Muslim ban was to stop people coming into this country, at least for a while ‘until we can figure out what the hell is going on.’”

If people from Muslim countries become radicalized years after they arrive, what good would extreme vetting do? The ban Trump initially put in place was only for 90 days, which is far from the years of residency the report suggests lead to radicalization. Is the administration willing to put in place a permanent ban on Muslim immigration? Would such a blanket ban, based on religion, be legal? That seems unlikely.

Maddow also commented:

“So, this tells us substantively, in terms of the substance of the matter that the intelligence community thinks the Muslim ban is nuts. One of the only things [this administration has] tried to do is this Muslim ban and it’s a disaster. I think the Muslim ban is dead.”

Seems nearly everything the Trump team does is a disaster. The only thing they succeed at is being incompetent.
